System Battery Voltage is Low to Click on F1 to Continue Dell Optiplex Gx260

My old Dell pc had an system battery voltage low problem . So i went to the store and bought a new CR 2032 3V battery , and it still showed the same problem . I searched everywhere and i could not find a solution . the battery inside is new and its fitted properly .

I didn't measure before booting up it shows Alert! System Battery voltage low! i bought a new BIOS battery

Then you first need to find out why he gives you an error message. Is there really a problem with the battery or there is some other problem. If You know that the battary is correct, then is is something other rotten. The battary normal voltage is 3.2-3.3V, if not connected. If is less than 3V, then is not good, but must work, if is less than 2.8V, may not work.
But if it don't work, You cannot start/boot Your pc in any way normally.

the problem started showing after i replaced the processor , can the processor be the problem?

Did this start immediately you replaced the CPU? Does the system continue with boot options?
Edit: some older Dell systems gave false error conditions when they developed bad capacitors. Note if any of the electrolytic capacitors on the mainboard display bulging, splitting or leaking:

Yes it started when i replaced the CPU . If you mean safe mode , it does nothing . The computer looks clean , none of the parts look damaged and the capacitors are fine

Normally if there is an error condition flagged, there will be the option to continue into the BIOS setup and adjust things, or continue to boot. That was my inquiry, if you could continue to enter the BIOS setup, or try to find boot devices.
Did the original CPU fail, can it be re-fitted?
If the problem arose immediately the CPU was changed, it points solidly to that as the likely cause. Possibilities include a fitting problem (e.g. bent pin), model the BIOS can't recognize, or thermal rating beyond the board regulators. Assuming the CPU is something like a socket 478.

i can enter bios and continue boot up , but none of those do anything , i can also run the diagnostic but it says that everything is fine .
The original CPU Cant be recognized by the computer ,.
The Cpu was taken from the same model of computer , i have two Dell Optiplex 755 PCs , The CPU is listed in The Processor Info in BIOS , And its the same CPU as the Original

Does the computer the CPU came from work, can the CPU be put back in it to confirm the second CPU still functions. I had a mainboard once that damaged CPUs, lost 2 486 chips...

Re-checking the current CPU seems the most likely next diagnostic step. Although, have you checked that there isn't a pin that suffered damage during fitting of the CPU?
If the CPU still worked OK in the other (another) system, that directs the fault suspicion to the mainboard, and the original CPU may even be OK too (unless you already proved it faulty in the other system). If the CPU that previously worked now also didn't work properly in the original system, then it would seem likely the board is damaging CPUs.
